Meaningful Budget oversight practice is a prerequisite for effective service delivery. It helps in performance gap identification and policy prescription. In order to achieve the intended out puts and outcomes from various government, private and donor development interventions, there is need for strict legal framework to enforce effective service delivery and generate useful, consistent and reliable information for decision making.

The ever increasing funding requirements come with increased demand for transparency and accountability hence public sector agencies are under greater pressure to measure the performance and demonstrate value for money through the quality of service delivery.
